About the Position: Serve as a working leader for section employees performing work on inland marine navigation structures, flood control structures, associated facilities, and other United States Army Corps of Engineers (USACE) structures or facilities. NOTE: At the time of hire, the Incumbent is required to have and maintain a valid Class A Driver's License (CDL). NOTE: At the time of hire, the Incumbent must be 4G certified in welding.

Major Duties

• Performs the full range of diagnostic maintenance inspections, preventive maintenance, repairs, parts replacement, and/or major overhaul on all lock, dam, and flood control operating systems, machinery, structural components, and related equipment.
• Determine the extent of needed repairs and performing operational inspections.
• Perform welder duties using electric acetylene and/or inert gas shielded welding processes.
• Perform welder duties using electric acetylene and/or inert gas shielded welding processes.
• Answer questions regarding procedures, policies, written instructions and other directives.
• Regularly operates a large mobile crane often in work area restricted in maneuverability.
• Inspects, adjusts, lubricates, tests, installs, calibrates, and/or performs major and minor repairs to minimize costly delays to river traffic.
• Installs, repairs and maintains piping system ranging from high pressure air or oil line systems to facility water systems.

Conditions of Employment

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• This position meets the criteria for pre-employment and random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
• This position has a requirement to lift up to 50 lbs.
• This position has a Temporary Duty (TDY) or business travel requirement up to 75%.
• Must currently possess and maintain a Class A Commercial Driver's License. (Note: A copy of your valid Class 'A' Commercial Driver's License must be submitted with your application.)
• Must currently possess and maintain a 4G welding certification. (NOTE: A copy of your VALID 4G certification in welding must be submitted with your application.)

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) General Maintenance Mechanic Leader without more than normal supervision. I can perform preventative maintenance inspections on all lock, dam, and flood control operating systems, machinery, structural components, and related equipment; regularly operates a large mobile crane in a work area restricted in maneuverability; and make a wide range of welds varying from simple to precision welding using flat, vertical, and overhead positions. - Failure to meet this Screen Out Element will result in an ineligible rating.

• Physical Effort: Work normally requires frequent standing, stooping, stretching, climbing, and crouching. Lifting and carrying items weighing up to 50 pounds. For the purpose of accommodating an employee's physical limitations, the dexterity requirements are being reduced from frequently to occasionally and the lifting requirements reduced to occasional lifting not to exceed 15 pounds from floor to knee level, 20 pounds above the shoulders, and 30 pounds from knee to chest level. Carries objects weighing up to 30 pounds for short distance on an occasional basis. All major duties of the position performed in locations where extensive standing, stooping, stretching, climbing and lifting are not necessary to effectively accomplish the tasks. Uses normal coordination of eyes, hands,legs and body in installing, repairing, operating, or testing equipment in locations easily accessible such as lockwalls, machinery recesses, lock chambers maintenance shops and yards.Occasionally climbs short ladders (i.e., to gain access to crane cab and machinery recess, etc.). Occasionally works from scaffolding and suspended stages. Directs lower graded employees to assist and to accomplish heavy lifting and carrying.
• Working Conditions: Works inside and outside during the day or night, subject to inclement weather, on high structures usually over water which is frequently turbulent, in the proximity of moving machinery and high voltage electrical equipment on scaffolds and from slings. Occasionally will work behind bulkheads below the water level. Incumbent is also subject to falls, drowning, injury or discomfort and when inside, exposure to drafts, changing temperatures, and loud noises. Uses safety equipment such as protective ear devices, hard hats, hard toe shoes, respirators, and protective clothing. Is normally assigned to the day shift but is subject to call during other shifts in case of extreme emergency or other conditions requiring round-the-clock repair activities to restore lock to operational status.
